Dean, that will depend on who petitions for the divorced. If the
Filipino petitions for the divorce, the RP will not recognize it, BUT,
if the foriegner is the petitionewr, the RP does recognize it and the
Filipino is free to remarry.

From Article 26;

Where a marriage between a Filipino citizen and a foreigner is validly
celebrated and a divorce is thereafter validly obtained abroad by the
alien spouse capacitating him or her to remarry, the Filipino spouse
shall have capacity to remarry under Philippine law. (As amended by
Executive Order 227)
