Your onward ticket can be to anywhere just as long that it shows that
you have a ticket out of the Philippines. The length of time out of
the Philippines does not matter. If you plan on coming back you can
catch a plane to HongKong and get on the next plane back to the
Philippines all in the same day if you want to.
If your going to the Philippines and plan on staying for more than
your 21 day visa and plan on staying for a long time you will still
need to show a onward ticket to somewhere even if you don’t use it.
Some people just buy a ticket to HongKong leaving from the
Philippines and never use it.
Don’t do what I did one time because I didn’t know, I bought a round
trip ticket from the USA and never used the return ticket. That was a
big bunch of money lost maybe around 700 dollrs at that time.
Some people will buy a onward ticket going by ship over the water to
somewhere and never use it.
It will cost more but at times you can buy a refundable airline
ticket for your return flight and cash it in later after you get
there.
